disallowing は dis-「否定」+ allow「許す」+ -ing で、allow は古フランス語を経て中世ラテン語 allaudare「是認する・褒める」に通じます。allowance や laud と縁があり、「よいと認める」の反対がそのまま不許可になると考えると意味が締まります。
