downgrading は英語内部でできた語で、古英語系 down「下へ」+ grade「段階・等級」+ -ing から成ります。grade はラテン語 gradi「歩む・段を進む」にさかのぼり、degrade や gradual も同根なので、「段を下げる」が評価引き下げの意味になります。
