まず中心は business でもよく見る easier な語 efficiency「効率」。そこに in- が付くと「not efficient」で、意味はそのまま「非効率」です。形としては efficient（形容詞）→ efficiency（名詞）→ inefficiency（その逆）と並べて覚えると定着しやすいです。reduce inefficiency, operational inefficiency の形で出やすく、単なる遅さではなく「手順・人員配置・仕組みに無駄がある感じ」。ineffective は「効果がない」なので混同注意。

inefficiency は否定の接頭辞 in- と efficiency から成り、efficiency はラテン語 efficere「成し遂げる」（ex-「外へ」+ facere「作る」）に由来します。つまり「うまく成し遂げる力がないこと」で、efficient や effect と並べると非効率の核が見えます。
