解説 Definition
はびこる（蔓延る）とは、害虫、病気、または不正行為などが広く蔓延する、増殖するという意味です。コントロールされない広がりを表します。
To infest means to spread through a place in large numbers in a harmful or unwanted way. It is most often used for insects, rats, or other pests, but it can also be used more broadly for things that fill a place badly. The word usually suggests damage, dirtiness, or loss of control.

Notice the small word `pest` inside the idea: `infest` is about a place becoming full of harmful creatures. It is often used with places, not people: insects infest a house, rats infest an area.
