nonbinding は non-『〜でない』＋ bind『縛る・拘束する』＋ -ing。bind は古英語 bindan にさかのぼり、bond や bundle も同根なので、『法的に縛りつけない』という像から『拘束力のない』がすっと理解できます。
Nonbinding combines non- "not" with binding, from bind. Bind comes from Old English bindan, meaning "to tie or fasten."
