勤務時間外で職務の義務に縛られていない状態を指す。警察官や消防士など交代制の仕事では"off duty"が休憩や私用時間を意味し、制服を着ていても公務中ではない。場面によっては、非番でも注意を払うべきだと強調する際に用いる。
