peruse は per-「徹底的に」+ use「使う・費やす」にさかのぼり、中世英語で「丹念に調べる」意味へ深まりました。use や abuse も同系で、「注意を十分に使う」から熟読するになったと捉えられます。
Peruse comes from an older form built from per-, meaning "thoroughly," and use. In Middle English, it developed the sense of using one's attention carefully and examining something in detail. That is how it came to mean reading or inspecting very closely.
