国民投票は、政府が重要な決定について国民全体に投票を求める政治的プロセスです。国民の意思を直接反映させる民主的な方法です。
A referendum is a public vote in which all citizens can give their opinion on an important political question or law. It is usually used for major national or local decisions. The result may decide government action directly.

referendum はラテン語 referendum「持ち帰られるべきもの」から来た語で、referre「戻して報告する」に由来します。re-「後ろへ・戻して」＋ ferre「運ぶ」に分けられ、refer や transfer と同根。つまり「国民に差し戻して問うもの」だから国民投票です。
