refer は、情報源などを参照する、または見るように案内するという意味です。説明や案内では refer to ... の形で「〜を参照してください」とよく使われます。
To refer to a page, chart, guide, or other source is to look at it, or direct someone to look at it, in order to obtain information. This sense is commonly used in instructions and formal guidance.

re-「戻して」+fer「運ぶ」という成り立ちから、必要な情報へ意識を「運び戻す」と捉えます。「〜を参照する」は refer to+資料・ページが基本で、案内文の Please refer to page 10. や For details, refer to the guide. をひとかたまりで覚えると実用的です。
Connect refer with its historical parts re-, “back,” and fer, “carry”: when you refer to a source, you carry your attention back to it for information. Learn the verb together with the required preposition to: refer to a page, refer to a chart, and refer to the guide. In instructions, Please refer to ... politely directs the reader elsewhere. refer はラテン語 referre に由来し、re-「後ろへ・戻して」+ferre「運ぶ」から成ります。原義は「持ち返す・結びつける」で、そこから「話を向ける」「参照する」の意味が育ちました。reference や transfer にも同じ fer-「運ぶ」の核があります。
Refer comes through Middle English and Old French from Latin referre, formed from re-, meaning “back,” and ferre, meaning “to carry or bring.” Its earliest core idea was bringing something back or relating it to something else. This developed into directing attention or a statement toward a subject or source. Reference belongs to the same word family, while transfer also contains a form of the Latin root meaning “carry.”
