Seconding is the act of formally supporting a proposal so it can be discussed, especially in a meeting. In British English, it can also mean a temporary transfer to another job or department.

second を「2番手に入って支える」と見るとまとまります。会議では誰かの提案のあとに I second that. と言えば、「その案に2人目として乗る」ので「支持」。一方、職場では本来の所属の次に別部署・別組織へ一時的に入るので「出向」。seconding a proposal / seconding to a branch の形で覚えると使い分けしやすいです。単なる agree より、公的・手続き的に後押しする響きがある点もフックになります。
Use the idea of `second` as "coming after someone and supporting them." In meetings, `I second that` means you formally support another person's proposal. In work contexts, `seconding` can also mean being sent temporarily to another team or office, so both senses share the idea of following into a support role.

seconding は second + -ing で、second はラテン語 secundus「次の」に由来し、さらに sequi「従う」にさかのぼります。sequence や consecutive と同根で、「後について支える」という芯を知ると、提案支持も出向も同じ発想だと見えてきます。
