Uncharged usually means having no electric charge or not being filled with electrical power. In technical contexts, it can describe a particle, object, or battery that is neutral or not charged yet.

まず un- は「ない」と機械的に取る。charged は charge の形容詞で、charger / recharge を知っていれば「電気を与えられた」が浮かぶので、uncharged はその逆で「帯電していない・充電されていない」と覚えやすい。さらに charge には「料金を請求する」意味もあるため、an uncharged service なら「無料の」という読みも出る。電気の話か請求の話かは文脈で判断するのがコツ。
