upは古英語up、speedは古英語spedで、speedは元来「速さ」より「うまく進むこと」が原義です。up to speedは機械や人が本来の進み具合まで達した状態をいい、「最新に追いつく」は十分に回転が上がる感じだと見えてきます。speedyやGodspeedが同系です。
Up comes from Old English up, and speed comes from Old English sped. Earlier, speed often meant success or good progress, not just quick movement.
