まず arbitrary を軸に覚えるとよいです。arbitrary decision / rule / choice のように、「明確な基準ではなく、その場の判断や都合で決まる」場面でよく出ます。そこに -ness が付いて arbitrariness になるので、fairness や kindness と同じく「そういう性質そのもの」という見方ができます。opinion や preference より強く、個人や権力の勝手さが制度や判断に入り込む感じです。似た語の randomness は「偶然さ」で、arbitrariness は「人為的な恣意性」なので区別すると定着します。
