befall は古英語 befeallan にさかのぼる語で、be-「周囲に・すっかり」+ fall「落ちる」から成るゲルマン系です。fall や downfall も同根で、「出来事が身の上に落ちてくる」と考えると『降りかかる』の感覚がそのままつかめます。
"Befall" comes from Old English "befeallan," built from the prefix "be-" and "fall." The image is of something "falling upon" a person or situation. That physical idea gradually became the more general sense of an event happening to someone.
