組織や団体が内部運営のために定める細かな規則を指し、会社・学校・協会などでよく使われる。文脈によっては自治体の条例を表すこともある。上位の法律や定款を補い、会議手続き、会員資格、罰則、事務処理など具体的な運用ルールを示す語。
A by-law is an official rule made by a local organization, company, or local authority to control its own activities. It is commonly used in legal, business, and government contexts. The spelling "bylaw" is also common.

まず law が見えるので「法律・規則の仲間」と押さえる。そこに by- が付くと、中心の大きな law そのものではなく、そのそばで運用を細かく定める補助ルールという感覚で覚えると定着しやすい。会社・学校・協会なら定款や基本規則を具体化する内部規程、自治体文脈では条例になることもある。bylaws と複数形で出やすく、 adopt / amend bylaws の形も一緒に覚えると使える。

by-law の語源・成り立ち Etymology
中英語 bilawe にさかのぼり、古ノルド語系の *bȳlǫg に由来するとされる。bȳr は「町・村」、lǫg は「法」の意。もとは地域共同体の規則を表し、のちに自治体の条例や団体内部の細則という意味へ広がった。
"By-law" goes back to Middle English "bilawe" and is believed to come from Old Norse roots. The parts meant something like "town" or "settlement" and "law," so the word first referred to local rules of a community. Later, its use widened to mean official rules made by a town, organization, or other body for its own affairs.
