filibuster はスペイン語 filibustero を経て、オランダ語 vrijbuiter（vrij『自由な』+ buit『略奪品』）にさかのぼる。freebooter と同根で、もとは海賊だった語が『勝手に時間を奪う人』へ転じ、議事妨害の意味になった。
Filibuster came through Spanish filibustero and goes back to Dutch vrijbuiter, literally "free booter" or "free plunderer." It first referred to pirates or adventurers who seized goods by force. In American politics, the idea shifted to someone who takes control of time in debate, leading to the sense of obstructing action by long speech.
