incivility は in-「否定」+ civility で、civility はラテン語 civis「市民」に由来します。civil や citizen と同じ civ- をもち、「共同体の一員らしい礼節がないこと」から、単なる失礼でなく無礼を表す語になりました。
Incivility is built from the negative prefix in- and civility. Civility comes from Latin civis, meaning "citizen," the same root seen in civil and citizen. The idea was originally a lack of behavior proper to a member of a community, and it later developed into the stronger sense of rude or disrespectful conduct.
