十分な証拠がないまま、推測や推論に基づいて何かが真実だと考えることを意味します。確実ではない推測の表現です。
To surmise means to guess or form an opinion from limited information. It is more formal than "guess" and is often used when you are not fully certain but think something is probably true.

surmise は guess に近いですが、完全な当てずっぽうではなく、少し手がかりがあって「たぶんこうだろう」と見る語です。infer ほど論理的に言い切らず、assume のように前提として置く感じでもないので、「証拠は弱いが、それなりに根拠のある推測」とまとめると残りやすいです。historians surmise that ... のように、断定を避けつつ見解を述べる場面でよく合います。
Put this near "guess," but not too close. "Surmise" sounds more careful: not a wild guess, but a thought based on a few clues. It often appears in formal writing, as in "historians surmise that...," so connect it with cautious opinions.

surmise の語源・成り立ち Etymology
surmise は古フランス語 surmis に由来し、もとの surmettre は sur-「上に」+ mettre「置く」から成ります。確証の上に仮の考えをそっと置くイメージから、『推測する』の意味が育ちました。関連語は submit、mission。
Surmise came from Old French surmis, related to surmettre, formed from sur- "over" and mettre "to put." The original image is of placing an idea on top of limited facts. From that, the meaning developed into making a guess or forming an opinion without full proof.
