whiner は whine「泣き言を言う」に、行為者を表す接尾辞 -er が付いた語です。whine は古英語 hwinan「ヒューヒュー鳴る」にさかのぼる擬音的な語で、もとは風や矢の鋭い音。そこから“鼻にかかった情けない声で訴える人”の意味になりました。
Whiner comes from whine with the agent ending -er. Whine goes back to Old English hwinan, an imitative verb for a sharp high sound like wind or an arrow. The meaning later moved from that thin sound to a complaining voice, and whiner became a person who complains in that way.
