`phrase` が「言い回し・表現」だと分かれば、`re-` は「もう一度」なので、`rephrase` は「同じ内容を別の表現で言い直す」と整理できます。`repeat` がそのまま繰り返すのに対し、`rephrase` は言葉を変えるのが核心です。`paraphrase` も近いですが、こちらは要約や説明的な言い換えまで広がりやすく、`rephrase the question / sentence / idea` のように、相手にもっと分かりやすく伝え直す場面でよく使うと覚えると定着しやすいです。

re-「再び」+ phrase「言い回し」から成る語で、phrase は後期ラテン語 phrasis、さらにギリシャ語 phrasis「話し方・表現」に由来します。つまり「表現をもう一度組み直す」が原義なので、「言い換える」と納得できます。関連語は phrase, paraphrase です。
