科学や工学などの専門知識を持つ技術者や専門家が、政治や行政、組織運営の中心で意思決定を行う体制を指す。選挙や慣習よりも、合理性、効率性、データ分析に基づく判断を優先する考え方として論じられることが多い。
Technocracy is a system in which experts, especially scientists, engineers, or other specialists, have major power in government or decision-making. It is based on the idea that technical knowledge should guide policy. The word is often used in political and social discussion.

technology の techno と、democracy / bureaucracy に共通する -cracy を分けて見ると覚えやすい。-cracy は「だれが主導権を持つ体制か」を表すので、technocracy は「技術のわかる人が回す仕組み」。選挙で選ばれた人の判断というより、専門家がデータ・効率・合理性を重視して政策や運営を決める場面を思い浮かべると定着しやすい。democracy が民衆主導、bureaucracy が官僚主導なら、technocracy は技術専門家主導、という並びで整理すると混同しにくい。
Split it into techno- and -cracy. -cracy tells you who holds power, as in democracy or bureaucracy, so technocracy suggests a system led by technical experts. Remember it by contrast: democracy is rule by the people, technocracy is rule by specialists.

technocracy は techno- と -cracy から成り、前者はギリシャ語 tekhne「技術・技能」、後者は kratos「支配・権力」に由来する。technology や democracy と関係があり、文字通り「技術を持つ者による統治」から『テクノクラシー』の意味になった。
Technocracy is made from techno- and -cracy. These come from Greek tekhne, meaning "art, skill, or craft," and kratos, meaning "power" or "rule." The word therefore meant rule by technical skill or experts; technology and democracy contain the same roots.
