宗教的な指導者や神職者が政治権力を持つ政治体制です。聖書や神の教えに基づいて国が統治される形態を指します。
A theocracy is a system of government in which religious leaders control the state or religion strongly guides political power. The word is used in politics, history, and religion.

まず語尾の -cracy を democracy, bureaucracy などと同じ「統治体制」の型として覚えると、政治の言葉だとすぐ分かります。前半の theo- は theology「神学」の theo と同じで「神・宗教」系。つまり theocracy は「神・宗教が統治する体制」。democracy が people による支配なら、theocracy は religious leaders が神意を根拠に治める形です。Iran is often described as a theocracy のように、宗教指導者が国家権力を強く持つ場面と結びつけると定着しやすいです。
