bureaucracy はフランス語 bureaucratie からで、bureau「机・役所」と -cracy「支配」（ギリシャ語 kratos「力」）に分かれます。bureau は元々『机を覆う粗布』が転じた語で、bureau や democracy と同系。つまり『机に座る役所の支配』が、官僚主義の核心です。
Bureaucracy came from French bureaucratie, formed from bureau and -cracy. Bureau originally meant a kind of coarse cloth used to cover a desk, then came to mean the desk itself, and later an office; -cracy comes from Greek kratos, "power" or "rule."
