Underreporting is the act of reporting less than the true amount or number. It is often used for income, sales, crimes, cases, or other data that are officially recorded. The word usually suggests that the real figure is higher than what was reported.

report が「報告」、under- が「下に・足りなく」という基本感覚で押さえると、underreporting は「本当より低く報告すること」。underestimate（過小評価する）や underpay（少なく払う）と同じ under- の発想です。tax return, income, sales, earnings など金額の文脈でよく出て、意図的な少額申告を連想すると定着しやすいです。misreporting は「誤って報告」、nonreporting は「報告しない」で別物と区別すると混同しません。
