Break it into `least` and `of all`: the smallest one out of all the choices. That makes it easy to remember as the least likely or least suitable option in a group. Do not confuse it with `last of all`, which is about order, not likelihood.

least は「最も少ない、最も〜でない」という意味を持つ語です。of all は「すべての中で」という意味なので、least of all は「すべての中でいちばんそうではない」という考えから、「まして〜ない、とりわけ〜ない」という意味になりました。
