To legalise something means to make it allowed by law. It is often used for activities, substances, or practices that were illegal before. This is the usual British spelling; American English usually uses "legalize."

legal を知っていれば、「法律上OKにする」がそのまま legalise。まず illegal（違法の）と対で置くと定着しやすいです。単に allow「許す」ではなく、法律そのものを変えたり整えたりして正式に合法にする語。news では legalise cannabis, legalise same-sex marriage などが頻出。動詞化の -ise は modernise, organise と同じ。米語では legalize の綴りになる点、decriminalise（処罰しないが合法化とは限らない）との違いも一緒に押さえると混同しにくいです。
