loopy は loop「輪・ぐるぐる回る形」に形容詞語尾 -y が付いた語で、loop 自体は古フランス語系とされます。頭が同じ所を回っているような比喩から「おかしな」の意味が生まれ、loophole や looped も同じ核を持ちます。
Loopy comes from loop with the adjective ending -y. Loop is thought to come from French sources and refers to a ring or something that bends back on itself.
