shiftless は古英語系の shift「やりくり・手立て」に、欠如の -less が付いた語です。もとは「工夫や甲斐性がない」で、そこから「怠けた」へ傾きました。shift や shifty も同根です。
Shiftless combines shift with the ending -less, meaning "without shift." Shift once had a sense of resourcefulness, method, or way of managing, from an old English and Germanic background.
