「havering」はスコットランド系英語 haver「たわごとを言う」に語尾 -ing が付いた語です。もとは「だらだらしゃべること」なので、関連語 haver と見比べると、「話が前へ進まず決められない」感覚から今の「ぐずぐずする」が出たと腑に落ちます。
Havering comes from the Scots and northern English verb haver, meaning to talk nonsense or speak in a confused way, plus -ing. It first suggested pointless, rambling talk. From that, the sense widened to hesitation and not getting to the point, which led to the modern idea of wavering or dithering.
