過小評価するとは、何かまたは誰かの価値や能力を実際より低く見ることです。才能、重要性、可能性などを十分に認めない場合に使います。
To underrate something or someone means to judge them as less important, less valuable, or less good than they really are. It is often used when people fail to see true ability or quality. In everyday English, "underestimate" is more common in many contexts.

rate は「評価する・点をつける」。そこに under が付くので、イメージは「本来より下の点をつける」。まず overrate（過大評価）と対で覚えると定着しやすいです。人の才能・映画・商品の価値などを語る場面でよく使われ、be underrated で「実はもっと評価されてよい」が頻出。単に bad と言うのでなく、「良さがあるのに正当に見られていない」という感じが核です。underestimate と近いですが、underrate は能力や価値への“評価”の低さに寄りやすいと押さえると使い分けやすいです。

underrate は under-「下に、不十分に」+ rate「評価する」。rate は古フランス語を経て、ラテン語 ratus「計算された・定められた」にさかのぼり、ratio や rational と同根です。つまり本来の価値を正しく勘定せず、低めに見積もることが語の形に表れています。
Underrate combines under- with rate. Rate came through Old French from Latin ratus, meaning calculated or fixed, and it is related to ratio and rational. The word originally suggests counting something below its true level, which led to the sense of judging it too low.
