unrest は un-「ない」＋ rest「休息・平穏」という古英語系の語です。もともと「休まらない状態」が原義なので、社会不安にも心の落ち着かなさにも使われます。restless や restful も同じ rest の仲間です。
Unrest combines un- "not" with rest, an old English word meaning peace, quiet, or stopping. Its first sense was simply a state without rest. From there it came to mean both personal uneasiness and wider social disturbance, as in restless and restful.
