アイルランド語 cís「租税」が英語に入り、その源流はラテン語 census「評価・租税」とされます。はっきりした接頭辞分解は薄いものの、核は cens-「見積もる」。census や censor と比べると、「数えて査定すること」がそのまま課税になる語だと分かります。
Cess came into English from Irish cís, meaning a tax or levy.
