whistleblowing は whistle「笛」+ blowing「吹く」の複合語で、不正を見つけて笛を吹き周囲に知らせる比喩から生まれた。whistle は古英語 hwistlian、blow は古英語 blawan に由来し、「隠し事を公にする」意味が内部告発になった。関連語は whistleblower, blow the whistle。
