riparian はラテン語 ripa「川岸」からの riparius「岸の」に、形容詞語尾 -an が付いた語です。語の芯が最初から「岸」なので、「川そのもの」ではなく「川べりに属する」が本義です。関連する rift や riven を見ると、岸が地形の切れ目だと腑に落ちます。
