unaccountable は un-「ない」+ accountable「説明責任を負う」から成る語です。account はラテン語 computare「数える」にさかのぼり、数えて報告する感覚から「説明・報告」へ広がりました。そこに un- が付いて、説明を求めても答える責任を負っていない「説明責任のない」という意味になります。
Unaccountable is made from un-, account, and -able. Account comes through Old French and Medieval Latin from a Latin root meaning "to count" or "to calculate," the same family as count and compute. The idea first was something that could not be counted or explained in a report, and from that it developed the meanings "hard to explain" and sometimes "not answerable for one's actions."
