excusableはexcuse+ -ableで、excuseはラテン語excusare、ex-「外へ」+causa「理由・責任」に由来します。causeやaccuseも同じcausaに連なり、「責任の外に出せる理由がある」から「許せる・言い訳できる」になるわけです。
Excusable comes from excuse plus -able. Excuse goes back to Latin excusare, from ex- meaning "out of" and causa meaning "reason" or "charge." The idea is that someone can be taken out of blame because there is a reason, and the same causa root appears in cause and accuse.
