justify はまず知っている just（正しい、公正な）からつなぐと覚えやすい語です。語尾の -ify は「〜にする」という形を作ることが多いので、just + ify で「正しいことにする」→「正当化する」と取れます。単なる explain が「説明する」なのに対し、justify は『その説明で十分に正しいと認めさせる』響きが強め。justify a decision / justify the cost のように、判断や出費にもっともらしい理由を与える場面でよく出ます。excuse は言い逃れ寄りになりやすい点も区別のフックです。
